I could tell you to get a Marine Corps regulation haircut which is 0' to 3' even graduated from top to bottam, but that may or may not be what is desried for your particular ROTC unit. Therefore, allow me to suggest a standard haircut where your hair is up off the collar and also off the tops of your ears. Other than that, wait until school starts and your ROTC instructor will (or at least should) give you the uniform regulations to include grooming stabdards.
I cut my own hair. I choose to clip it all off. And then I let it grow for about four months. Of course I trim it occasionally. But I look good with or without hair. You can ask any of the ladies at the senior citizens center.

It's ROTC, not basic training. You want a medium skin fade. That means the fad starts at your ear level with no hai below and only goes to a couple inches on top, depending on how you wea your hair.
2 on the top and 1 on the sides would be good. when you show up to your unit you'll get less sh*t if your hair is shorter than the maximum
Let them tell you how you need to wear your hair. Not everyone in the military has to wear super short hair. You might not either.
