Hair that has never been cut has ends tapering to a point, and the ends naturally get thinner.
To mimic that look, hairdressers cut the ends vertically along the shaft, rather than horizontally square on. no, 'wispy' hair is either naturally that way or cut that way. From what you have said, yours is not like this naturally so you would need to have it cut this way. This would definatly need some layers, especially as you say your hair naturally kicks out when you have ot cut bluntly.
