How do i give a military acceptable haircut with just scissors?

I have to cut my sister's bf hair for njrotc class (naval classes) at school. He has to have it done by tomorrow and i only have hair cutting scissors (my clippers are broke) anyone how to do this?How do i give a military acceptable haircut with just scissors?
you can't give him a proper hair cut with scissors, he has to go bald... It's better than being known for having an unsat haircut.
